This did not work for me. When I click on NETPLWIZ. I go the box showing:
ADVANCE USER ACCONTS Command PANEL. To continue enter an admin name and password. If I could practice this my problems would be solved. I am using Windows ten.

I had the same issue, only plainly the application I was trying to run came from another computer and was blocked.
I did a correct click on the awarding, checked the "Unblock" box and was able to successfully install the application.

I have permissions and inherited controls , i am the simply user and administrator , in the proper groups but still go denied access to install sure .exe into the x86 program folder. had e'er been able to earlier, no new people added i know of. windows 10 seems to outsmart me and plays tricks for no reason specially near who owns this computer. which is me. not microsoft. i am going to linux in this i sooner rather than later. I take already inverse 2 other ex windows 7 computers to linux mint 17 and 18.. this drives me nuts. i am not trying to innovate any exotic crazed application or programme--just 1 i already had and trying to update it . took it all out and prohibits a re install of the same app. this time. dissimilar reasons for denying access other times.

Earlier y'all run command prompt right click information technology kickoff, which give you some other drib down carte. Select "run every bit administrator" from the drop downwardly. Occasionally it make a big difference.
